OSX permissions

I am really new to ftp servers, and have a question about how to set
directory permissions in OSX10.3:

Whenever I ftp files or directories into my web directory, they are created
with rwxr----- permissions (no matter what they originally had) which makes
them inaccessible to others via http requests. Is there a way to set the
permissions on received files?
