Hi Steve

There are a couple of options:

You can fiddle with the umask of the uploaded files in the ftpaccess
file. I have used this method but have not been able to predict the
resulting permissions with any reliability.

A second alternative I have heard of is to modify the umask of the
in.ftpd binary itself before it runs -- I have no experience with this
method.

The preferred method would be to control the ownership and permissions
through an 'upload' directive in ftpaccess, but I have not been able to
make it work and I have had no success on this list getting help.
