You can use sftp without allowing terminal access. This is very easy to
configure.

does anyone know of an open-source FTP server that forces SSL on both
the command port and the data port for Linux/Unix? it appears
wu-ftpd+ssl never really 
got off the ground.

current security restrictions doesn't allow me to implement an SSH/SFTP
solution.
(do not want to open up any port on the firewall that would allow
interractive access)

any ideas would be greatly appreciated.
