This release fixes:

* Problems with connection setup in TCP on IPv6 (#737)
* Trust values in forwarded queries were sometimes wrong (#740)
* Build-problems under Cygwin/MinGW (#682)
* Build-problems with certain versions of gdbm (#743)
* other minor issues (#732, #738, #736)

It features
* improved support for URIs (and URIs are shorter)
* new service registry in the GNUnet core (to allow one GNUnet protocol to be
  build on top of another GNUnet protocol)
* a new RPC service for remote procedure calls

Updating from 0.6.2x to 0.6.3 requires running the new gnunet-update tool 
since some filenames (in hosts/ and credit/) have changed slightly.
