This release fixes:

* packaging error (missing files in util/gcry)
* bug in gnunet-update failing to convert data/hosts properly
* bug in version check in AFS initialization (potential segfault, #745)
* confusing error messages (gnunet-peer-info)

Updating from 0.6.2x to 0.6.3a requires running the new gnunet-update tool 
since some filenames (in hosts/ and credit/) have changed slightly.  Updating 
from 0.6.3 is probably not required if 0.6.3 works.
