My opinion is that this will not work reliably: others can lie. To minimize
the risk, serve as much clients as possible; some will lie, some will be
honest, but at least you are maximizing the chance of serving a higher
number of honest clients, and so you'll improve the stability of the system
by reducing the impact of a decision based on lies.

So, seriously, assume that they are all liyng, there's no way to decide
between them, so give them all the same chance of getting something from you
after a reduced waiting time.
