As long as this doesn't lead to a rotating queue (pushing me back several MB) 
I'd agree. 

Rotating queues are bad (in my opinion) because tehy disregard the user: 
"I just downloaded that file, why can't I download it anymore, now?" 

Shareaza does it, and I stopped downloading from Shareazas because of it. The 
host is offline before I can finish any file. 

p2p needs (sharing) users, more than anything else. Give me a mediocre network 
with many sharing users, and it willbe better than a great network with too 
few sharers.
