Ouch... would the fragmentation reduction help which Phex uses? 

One simple way (I don't know if it's the one Phex uses): 
Just do Worst Fit (choose a segment at the beginning of the largest gap) as 
soon as you have 10 fragments (or a similar sensible number - for example the 
maximum number of ranges you want to send out).
