[core-dev] counting connection attempts in the Sockets class

Why do you do that, if the number of connection attempts is only used in the 
ConnectionManager to determine whether to accept LimeWire UPs only or any UP? 
The Sockets class may be used by the downloaders and what not to create outgoing 
connections, I don't know if it will work as intended if you have many 
downloaders trying to create outgoing connections, - unless of course you want 
to be less picky if you are already creating many connections.
