Let me add something to this:
While it is an advantage to have localized networks for the general 
content (which is either mainstream or localized itself - different 
kinds of music in europe and america..), it is not always helpful. When 
looking for rather rare files or files you know are not typical for your 
region it would be helpful to have the option to connect to a different 
region as a "foreigner" or have a standard "foreign" connection.
