The question is not so much stupid. But using such proposed filter would 
only expose legal files that have an explicit CreativeContent licence.

There are tons of legal files that don't have CreativeContent licences, 
starting by domain-public files, and almost all files created at home by 
users themselves. So such a filter would not expose them, and the results 
would be too much restricted for now.

The absence of a CreativeLicence does not mean it is illegal. And also the 
presence of such licence is still not a guarantee that the file transfer is 
legal (there may be abusive licences appended to copyrighted files, or the 
content may be illegal in some regions even if the licence is valid).
