Call guarddog from the command line as root.  Check (enable) http, 
https, and dns in the Protocol tab of the Internet zone.  Also, you 
might need some things like pop and smtp enabled for email.  You can 
enable advanced protocol help in the advanced tab to see some 
descriptions of ports used, etc. when the pre-defined protocols are 
selected.  Apply to load the rules you have defined, OK to load and 
exit.  Those are the first steps to enable browsing; there are other 
protocols, like ftp, you might need.  Click the Help button for a good 
tutorial.
