iptables question

I have two computers both running Fedora Core 4.  I recently came across
GueardDog and decided to give it a try.  On the one computer everything
seems fine.  On the second computer, I am having some oddities.

For example, if I run "service --status-all" it reports back that the
firewall is stopped.  Running this on the working computer it will show
the ruleset for the firewall.  

If I type "service iptables start" it returns no results.  If I run
Guarddog and apply the configuration, then type "service iptables start"
it returns 3 lines:
Flushing firewall rules:                                   [  OK  ]
Setting chains to policy ACCEPT: filter                    [  OK  ]
Unloading iptables modules:                                [  OK  ]

Then if I run "service --status-all" immediately afterward, it still
shows the firewall is stopped.  Using chkconfig I have made sure that
iptables is set to run for runlevels 2-5.

Does anyone have any ideas or suggestions?
