Use any existing RAS?

How do you configure Hamster to do the folowing
a) Detect when another application has already opened a RAS 
connection and utilise that to check for mail etc
b) Detect which RAS is connected, and use the "right" forwarding 
SMTP server for that connection (for ISP's which block relaying)

Any ideas?
