"New Memberships" changed to moderated

Hello Folks,

as we've got a lot of SPAM in the last months I changed the option for 
new memberships to be "moderated".

Though, I do not have any contact to Peter anymore and I did not find
him on google some two years ago. Furthermore, I am the only moderator
left and not really active.

I would like to encourage one or two of the old folks (of those I
remember) to volunteer for moderating the group with me.

Perhaps this group will be important again someday...
