Summary: Only raise window on particular regex

Initial Comment:
Attached is a patch that adds a new dialog box where
a regex can be put in to only raise the chat window
when a regex was hit. I generally only want my
window to pop forward if someone "pings" me.

Future thoughts:
Really, this is most important in group sessions.
It might be reasonable to divide this as such.
It would be nice to have a colorize plugin that
would match and color strings in messages based on a
list of regex. (or play sounds or ...)

I agree that a function is needed. I didn't want to make
too many gratitous changes. I'll do it if I can find the
time in the next few weeks...

I like the functionality provided by this patch and will
probably commit something about this. However, it would be
nice if you could send an updated patch using a function like
int window_should_raise (const char * msg) (which you can
put in chat_window.[ch], to avoid code duplication (we have
too much already).
