I don't really think a traffic graph is the right way to decide if there
are services outages, but at

I see two dips in the traffic (one at 15:00-ish yesterday, one at 14:00
today), both correspond to times when cookies split.

I think cookies should stay depooled until the results of the vote are
in, users asking in #help why there are so many netsplits isn't good.
