Can the admin team now come up with a recommendation to the admin on
where to go from here if he is still interested in being a part of
Blitzed?

Possibilities that I see:

A) It is unlikely that this admin would be welcome regardless of
   server details.

B) Admin should feel free to approach us immediately regarding
   starting test link over again with the same server.  Note no new
   link application or routing team involvement.

C) Admin should take 30 days to ensure his server is stable and
   ready for another try, then approach us regarding starting over a
   new test link with the same server. Note no new link application
   or routing team involvement.

D) Standard delink policy should apply (wait at least 30 days,
   approach routing team with new application).

If Fraggle has no interest in being part of Blitzed then it would be
helpful if he could say so now so as to save us some debating time.

I am in favour of C, but should Fraggle ever return I hope he would
make a real effort to be easier to work with and a failure to do
that would end up in me again recommending against permlink when the
vote was due.
