I was under the impression that he wanted to try either the same or
very similar hardware on another physical network in the same
facility.

If that is the case then that is what I meant above and do not see
the need for an entire new application for that (assuming he
actually still wants to be here).

If however we are talking about entirely different hardware in an
entirely different location, then I think it requires a new
application.  But let's face it, same admin, same place is basically
going to be a formality for the routing team isn't it?
