Is there a real need for this?  It already puts a space between the
prefix and the new topic so you can just put whatever separator at
the end of the prefix.

For example, the #blitzed topic tends to use " | " to separate items
in the topic, so the prefix was set to "[ http://blitzed.eu.org/ ]
(go to #help for help) |".  If I change the topic to "whatever" then
it will become:

[ http://blitzed.eu.org/ ] (go to #help for help) | whatever

The only time I can see that your suggestion would have any real
difference is if the topic were removed completely.  The current
code would leave #blitzed with this topic:

[ http://blitzed.eu.org/ ] (go to #help for help) |

I don't really see the removal of the trailing " |" as desirable
enough to warrant making the user interface for this feature more
than twice as complicated by adding another option to it.

Plus, when was the last time you intentionally completely removed a
topic?  I've been using irssi for several years now and I had to
look up in the docs how to actually remove a topic just to code this
feature... (/topic -delete).
