Historically, Phil (Spencer) has voted independently of Andryan, often
not consulting him first.  So in fact I think you are overestimating
the amount of say Andryan actually has in how votes for carrot are
cast.

<opinion>
I would prefer if each server had one person identified as
responsible for it, and that person be its voter, and that person
only have one vote total.  Servers which don't match those criteria
should not have votes.
