Re: proposed changes to network policy

Okay well, I have zero experience in this sort of thing, but it strikes me
that if the biggest cause of people not voting is forgetting to do so while
waiting for others to vote/talk about it, maybe a set time limit on both
discussion and voting could help. Say 5 days for the discussion to occur,
then send out an "ok you should start voting now" message, and give people
two days to cast their votes or something.

As for admins who fail to vote: existing policy says: "Servers that persist
in not voting WILL FACE A DELINK NO MATTER HOW MANY USERS THEY HAVE ON THEM
OR WHO RUNS THEM. If you are not willing to help run the network, you do not
belong here." It's a fair stretch to call "forgetting to vote" being
"unwilling to help run the network"; nevertheless perhaps an actual defined
limit on failing-to-votes (say 2 in a 6-12 month period?) before a mandatory
delink would encourage admins enough to make the effort all the time.
