We already do have a time limit on the conclusion of all votes yet
somehow it is still possible for admins to fail to vote.

The current policies do call for a period of discussion and then a
period of voting.  Perhaps it is time we formalised this and always
had a RFC period and a CFV period, as mentioned by Phil Kern.

Those who have forgotten may disagree ;)

Well right now "WILL FACE A DELINK" actually means "may face a
delink vote"; I would be uncomfortable with some sort of mandatory
delinking of servers, but conversely it's no good if an admin can
fail to vote repeatedly and then continually have any delink vote
fail to get support from the other admins.

In the past we have come to other arrangements about voting for
admins who say they don't have time, e.g. the complete handing over
of the IRC server to someone else.
