election process for EB members

Blitzed has been in existence now with largely the same EB members
for over 4 years, and certainly the same for over 3 years.  In that
time a lot of things have changed.

Maybe it's time we tried to formalise the process by which those
people who make Blitzed what it is get to choose who will be its EB.

As things stand, the EB which consists of myself, MrFridge and
Silencer, have final say in all matters related to Blitzed.
Naturally nothing gets done without people to do it so this "power"
is not as great as it may first sound.  In reality we are just
supposed to co-ordinate things, and be the named owners of some
shared resources: domain name, some hosting, etc.

We have self-selected and there is no way to get rid of us unless we
volunteer to go.  If we make a decision you don't like and we won't
change it to be how you like then your only recourse is to walk
away.

All of that doesn't mean much since we have very few decisions to
make.  The problem is, there *are* some decisions we have to make
and they are often quite tough and/or boring, so I don't think that
Blitzed would be better off without an EB.

If we had a process by which EB were up for re-election then at
least we would have to be accountable to someone.  There are some
dangers in this though:

- It could turn into a popularity contest that has more effort put
  into it than any other useful activity that we could be doing.

- Whoever ends up being elected has to actually do the boring and
  unpleasant work otherwise things start to fall apart.  The stakes
  may be higher than the voters realise.

- Any such process needs to have voters who understand what they are
  voting for and have some stake in the matter.  If it were opened
  up to all users then we could potentially get some very strange
  candidates voted in.

Before we spend any more time trying to decide what to do, could
people give their thoughts over whether EB membership should be up
for election at all?

(no need to say whether you would vote us back in or not, I'm just
talking about the concept not who specifically should do it)
