In Condorcet method there is always an abstain choice, which doesn't
need to be listed as a separate option.  It is chosen by casting an
empty or abstain vote.  i.e. in a vote where the options are yes/no, the
list of possible votes are:

"YES"
"NO"
"" or "ABSTAIN"

Which is short for:

"I prefer YES with NO being my second choice"
"I prefer NO with YES being my second choice"
"I do not wish to state a preference"

For the purposes of the pairwise contests, the empty abstain choice
loses against everything.
