A majority of the shell providers offer ircd services or you can run 
your own in a normal shell account (check that they allow ircds)

Seeing as running an irc service securely is a LOT of hassle, I'd 
recommend using an established service like Blitzed (of course :) in 
conjunction with a Java based IRC client or something like CGI:IRC from 
  http://cgiirc.sourceforge.net
