Do you host irc chat servers that I could rent or use for free then? I would
like to intergrate it into my site and would really like to use my database
of usernames and passwords.

Is this possible?

A majority of the shell providers offer ircd services or you can run your
own in a normal shell account (check that they allow ircds)

Seeing as running an irc service securely is a LOT of hassle, I'd recommend
using an established service like Blitzed (of course :) in conjunction with
a Java based IRC client or something like CGI:IRC from
  http://cgiirc.sourceforge.net
