It is hard to diagnose without telnet.  Try connecting to your ircd
from a machine with a firewall and watch to see if any tests on port
8080 actually reach you.  If they don't then it's a case of blocking
or transparent proxying.

If that doesn't help, run your bopm in -ddd mode for a while and
connect yourself, or watch as this proxy connects, and see exactly
what is sent/received.
