You have been misdirected. Any irc network should have it's own mail list to 
answer such questions. Fortunately I have an answer pre-prepared for another

IRC refers to a worldwide open proxy database called a DNSBL or Domain Name 
Service Black List. Your IP is currently in such a database. You get in this 
database when a testing system finds badly configured software or a virus is 
active on your computer. You can request re-testing and removal by visiting  
http://opm.blitzed.org/

It is important you make sure you do not have an open proxy or a virus on your 
computer before you request removal. See Below.

If you are on dial-up internet, then it is possible your computer is ok, and 
the previous user of that IP was to blame. Next time you dial-up it should be 
fine, however you should STILL do the removal via the website as you may get 
that IP again in the future. No harm in also checking your PC security as 
detailed below :)

Check that your virus scanner is up to date and that your system is clean.

Test your computer for open ports by using the "ShieldsUP" facility at 
http://www.grc.com/ or Security Check at http://security.symantec.com/

Any ports you have open on purpose for proxy access should be secured from 
outside access either by configuration or with a firewall.

Running a spyware check is a good idea too. Refer to this site for the SpyBot 
SD removal program http://www.safer-networking.org/

If you don't have a firewall, ZoneAlarm is a good one for windows, and a free 
version is available from http://www.zonelabs.com/
