Changing the message levels?

Is there a way of changing or customizing message levels? I have two examples:

22:21:19     freenode >          *** | Mode change +i for user PPP|SpOOnman

It's a server message. It's timestamp, servername, line-beginning, and text. Generally I want to get rid of line-beginning (spaces + *** | ). I don't know a way to edit this message via theme file. I thought I can change it's level to public so it doesn't contain line-beginning.

Second example:

Day changed to 11 jan 2005

It is some client - crap message (I didn't check). I know I can edit it's style of displaying in my theme. But can I change this message level to be displayed as e.g. PUBLIC? To have the same style -> timepstamp, line beginning, text, not only text?

Any thoughts?
