Check the setting 'user_name' and the corresponding per-network setting (the -user option to /network). It should, for example, not be set to 'root' or things like 'www' or 'proxy'. Just try to change it to something that is related to you like 'elliot' or similar. By the way, if it is set to 'root' and you didn't do this yourself, then you seem to be using irssi as root. This is bad, you shouldn't do this. And to try to prevent users from doing that, many servers ban the 'root' username by default.
