technically it does support SOCKS, but it's very badly done support.
a) it requires libdante b) you configure the proxy with environment
variables c) you can't run it w/o running it through a socks proxy.

and no, socksify doesn't work too well with irssi (it works, but only
somewhat. for example, DNS is broken)
