I don't think the exact location is very important. I have mine about  
halfway through my jabber.xml file, just before the SQL database  
settings (line 346 in your link below).

I have mine in the same place as yours. However mine is commented out  
and since it was a long time ago that I configured it, I don't recall  
whether I commented it out because it didn't work and caused problems,  
or I whether I didn't want that facility or ....
