How to send message from server

I just installed jabber 1.4.2 for the purpose of sending messages to a
small list of users.  I only want to communicate one way, from the
server to the client (MS communicator if possible).  I can't seem to
find any useful documentation.  How do I configure the server/client and
can I send a message that is also configurable?  I am running  jabber on
a Tandem server, hence the old server version.
