Jabber allows for many connections for one JID, so many operators can be
connected to one helpdesk account.
a) make sure all operators are connecting using different resource
strings and the same resource priority number
b) choose a server, that in case of many different resources sends a
resourceless message to all highest priority resources

This way if user sends message to the helpdesk JID all operators will
recieve a copy. After one of the operators answers and reveals ones
resource, the client wil "latch" to it and the conversation continues
one-on-one.
