FYI, it turns out that the user hadn't done this:

http://www.google.com/support/a/bin/answer.py?answer=34143

The user's domain is missing the proper SRV records. I haven't gotten
a chance to test this solution, the user is waiting to hear back from
their domain registrar - but I do believe it is a problem of
configuration on the other user's end, so it is likely not a
jabber.org issue.
