I had a look at Licq versions for Ubuntu:
https://launchpad.net/ubuntu/+source/licq

Licq package 1.3.5-7 is oldest version to have the login problem fixed, 
and Hardy only has 1.3.5-2.
So if you can upgrade to Intrepid, Jaunty or Karmic you will get a 
working Licq.
