If you upgrade Ubuntu, your Licq package should get upgraded 
automatically together with everything else.

The downloaded tar.bz2 contains the source code for Licq, you will only 
need that if you intend to compile Licq yourself.

Yes, you will need the boost libraries, but if you let Ubuntu upgrade 
Licq for you, it should install them as part of the upgrade.
