Well, I have tried to build FFTW 2.1.3 without MPI but with gcc and it
works. The same thing without MPI and pgcc (4.0) and the check fails:

Testing correctness for n = 20...OK
Testing correctness for n = 21...Found relative error 1.528001e+00
fftw: failure in Ergun's verification procedure

All I can say is that it has nothing to do with MPI, the PGI compiler
seems to be the bad boy here.
