The IntelĀ® C++ Compiler 7.0 for Linux does not support Red Hat 8.0 due to glibc
2.2.93 present in Red Hat 8.0. The compiler only supports kernel 2.4 and glibc
2.2.4 and 2.2.5. 

FYI: the latest version l_cc_pu_7.0.086 (Build 20030212Z) still shows your bug
on RedHat 8.0.
	htons(8000) = 0 when using icc -O2
	and
	htons(8000) = 16415 when using icc -O0 and gcc -O0, gcc -O2
