Yes, cc=gcc and fc=ifc does work. When building Mpich with gcc, you almost never need the Gnu fortran interfaces, as almost nobody builds mpich fortran applications with g77. In cases where, at least previously, icc-built mpich-gm didn't work properly, this has been a good solution for getting an mpich-gm that could use intel fortran compilers. The latest mpich-gm release seems to be fine with icc, however, so this may be a moot point. I don't remember precisely, but I think g77 and ifc use the same conventions, and pgf77/90 are different.
