With GM, port 0 is always busy, it's a fake port, port 1 is used by the
mapper and port 3 is used by the Ethernet emulation (myri0 device).

I don't see anything wrong in your gm_board_info output, but the problem
does not seem to be on neperiano.usal.es, it looks from the mpirun.ch_gm
verbose output that it's the MPI process 4, spawned on cat02.usal.es
that fails to open a GM port.

Can you look at the gm_board_info output on cat02.usal.es ? I guess
there are some ancient processes running there and still holding their
GM port. The MPI process 5 spawned on the same machine got the GM port
#7, which is the last one, that means all of the previous ones (2, 4, 5
and 6) were busy.
