check_by_ssh to Openvms system

I am trying to use either command files or perl or c to return a status 
and value to check_by_ssh. When I test the command interactively
using:

/usr/lib64/nagios/plugins/check_by_ssh -H <host> -s c1 -C "<cmd>"  -i 
<keyfile> -l <user>  -S 1 -E
I get

WARNING - check_by_ssh: Remote command <cmd> returned status 1

Any help would be appreciated.
