Current CVS for net-policy requires current CVS for Net-SNMP at this
time.  Sometime near the beginning of the summer both will make a
release and can work off of a fixed version number again.

not required to put config files there.

The current net-policy CVS also requires the current opensnmp release
(0.9.7) or CVS.  If you haven't seen a problem yet, you will.
