notification tutorial and policychange data

Wes, I tried out the tutorial with the latest policy_admin.pm changes,
and it looks to me like the problem you mentioned has been fixed by
these latest changes. Before, adding a policy to a role resulted in
entries going directly into the roletopolicy table, so you would not have
seen the appropriate entries getting into policychange. That's fixed now.
Let me know if there was something else about the set of data from this
tutorial that you thought was not right in policychange.
