client_admin: rowid for np-core policy for new clients not getting set

There is a line in client_admin.pm that says:

my $rid = $sth->{mysql_insertid};

This doesn't work. The rowid doesn't get set, and the entry into the policychange
table works, but leaves the rowid blank (which isn't really much use). The only
other instance I can find of this usage is in sql_utils, where it has an "if exists"
clause with an else that is pg-centric. What do I need to fix this? Wes?
