Re: client_admin: rowid for np-core policy for new clients not getting set

I think I've got this fixed, and have checked in the changes. I'm not 100% sure that
the value I'm getting for the rowid is what's wanted, though, so if someone who understands
it better than I do would have a look, that would be great.
