np-datad question

I have rows in policychange with an id, mode=1, roleid and policyid set. 
But when I run np-datad, this info does not get into roletopolicy. When
I have roleid and clientid set, this data DOES get into clientsinroles.
What's up? After running np-datad, the role/policy rows do get set
to status=3, indicating they've been processed.
