First off, I started all over with net-policy from CVS. Definitely like the GTK2 interface much better than TK. Two comments about the wizard: 1) dropdowns do not have a preselected item: they start off blank until you select something, and 2) the Back button did not seem to work right: despite clicking Back the wizard continued on to the next step. SELinux on FC3 was the problem. I used Applications->System Settings->Security Level to disable SELinux for httpd. Then "service httpd restart" worked fine. Thanks for the help!
