Well, that file should have been installed with mod_perl.  You do have
mod_perl installed right?

How did you install net-policy?  Did you use the np-install script
(recommended)?  Do you remember if mod_perl is installed via an RPM or
from CPAN?  What operating system is this on?

Ahh...  From your include list it looks like you have a self-compiled
perl rather than an RPM perl (which should be ok in theory but I've
never tried to do it).  If you used the mod_perl rpm then it probably
won't be able to find the mod_perl files as they were probably
installed in /usr/lib instead of /usr/local/perl586.  A potential fix
would be installing mod_perl by hand.
